No, I rather think they are trying to write Tom as a better person now. They want to redeem him in a way so he can be put with a "normal" woman, like Hope or like whoever would come after Hope.

That's exactly what I'm seeing. I think they are done writing Thomas as the villain and they now want him as a male romantic lead. They have a long row to hoe with that because some viewers will never accept it. But I think that's what they're doing.
