That leaves Brooke and Thomas. There's always the possibility that it's some random person. But I think it's Thomas. Where's the drama if Brooke mentions she would call CPS and then she does? There would be no dramatic twist. There would be if Thomas did it, though. Either with the app or by getting two people to pose as CPS workers.

They wouldn't have mentioned the voice app if someone wasn't going to use it, either. Brooke wouldn't need it. Thomas would. My money's on Thomas. Still.

IDK, I think Bell and the other writers just throw stuff at the wall just to see what might stick. I think they just threw that APP thing out there, just in case. Same with the little nothing about Brooke missing her annual. What was that about....so far, nothing. Just another splat at the wall, just in case.

This is why I think it is Brooke. Bell is trying to make us think it is some mystery, that it might be Tom, and it is working, we are yammering about it. But, the writers are lazy, so I fully expect it to be Brooke.
