I'd eliminate Liam. He wouldn't do that to Hope and he was with Hope the entire time. Right now Brooke is still the prime suspect. Let's look at the evidence. We don't know that Thomas even knows about the voice app. Eric is the only person Douglas fooled with it. Yes Brooke left her purse and the room was unattended for a time but we don't know A) if Hope, Brooke, and Liam left at the same time or Brooke was alone in the room at some point or B) if her phone was in her purse. She could've still had it with her or borrowed someone's phone. There was no evidence that her purse had been tampered with and it would be easy for Brooke to prove she wasn't in the room at the time if there was a mysterious call on her phone to CPS. Add to it the spoiler that mentions Ridge's heart breaking at Brooke's answer to a specific question and it's more likely than not that she made the call.

The voice app is on Thomas' phone. He has to know about it.

Did Douglas say that he was using his father's phone to play with that voice app? I can't remember for sure.

Shown on screen, Steffy blackmailed Bill. Yet, she told Ivy (and Liam too) that “blackmail is a crime”. Per Steffy’s own words, she IS a criminal cuz she has blackmailed.
