Liam, Thomas, and Brooke.

Which means it's probably none of them.

If I had to bet, I'd say it was Thomas. He could have gotten two of his friends to pose as the CPS people. Thomas has a history of hanging around shady people. His BFF was Vinny, the drug dealer.

That should also be something to be brought up against Thomas. He had his son staying with him at a drug dealers house. Funny thing is Vinny cared more about Douglas than Thomas did at the time.
