Brooke made the threat. She iterated a version of the threat at the end of her show. She had her phone with her. All we have on Thomas is a motive but no evidence he did anything or even an implication.

Which is exactly why I think it's Thomas. The writers aren't going to make it obvious who did it. They want it to be a mystery. Brooke is too obvious. In the end we'll probably find out that either Thomas did it or someone we never thought of, like Donna.
