If I had to bet, I'd say it was Thomas. He could have gotten two of his friends to pose as the CPS people. Thomas has a history of hanging around shady people. His BFF was Vinny, the drug dealer.

I don't think it's Liam. He doesn't know anything about Brooke mentioning to Ridge that she would call CPS if she has to.

Maybe it's Ridge, taking the cowards way out. He'll blame it on Brooke and give himself a reason to leave her :neutral
