Liam didn't sign away his rights. You don't need to be married to be a father.

If custody arrangements can be changed then Liam can say he wants to start having one.

Hope did adopt him. It was said on the show on that she did, by several characters.

In most cases, the unmarried mother gets sole custody automatically. It was also said on the show that she has custody, which can be changed at any time. The show never made it clear and used the term adoption and custody interchangeably, and they are not the same thing.
