How will the show handle the adoption aspect of this story?

the adoption makes no difference, they're both his parents, whether biologically or adoptively
either they share custody 50/50 or one of them will be the custodial parent while the other has visitation,
currently it's thomas that has visitation, but that's what they're aiming to change

Yes, that's how it should work. But, would it be handled the same way if Liam wanted Kelly to move in with him?

No, because Liam signed away his rights when he annulled the marriage to Steffy. Liam and Steffy don't have a custody agreement, which can be altered at any time.

Also Hope and Thomas are supposed to have shared custody. I don't agree that Hope adopted him because that would mean Thomas's rights as the biological parent was terminated.

Liam didn't sign away his rights. You don't need to be married to be a father.

If custody arrangements can be changed then Liam can say he wants to start having one.

Hope did adopt him. It was said on the show on that she did, by several characters.
