That's the thing. It's about his mindset. He's in a hurry to get married because he's in love with Hope for a decade whereas she's only been in love with him for 6-8 months maybe. That's unfair to Hope. The problem is Steffy convinced him he was right instead of telling him the truth, that he's getting ahead of his skis.

We have to give Thomas some credit for knowing his own feelings. He knows Hope is not Steffy’s favorite person, he heard Hope say Steffy was trying to drive a wedge between them, and he said that Steffy is not a puppeteer. He was heartbroken as soon as Hope turned him down, before Steffy said a word. Steffy asked him what was wrong when he walked into the office looking upset, and he told her Hope had turned him down again. Thomas is entitled to want progress just as much as Hope is entitled to want nothing to change. If this is all the time he feels he can give her without mentally circling the drain then it is what it is. Thomas never said the things Steffy asserted about her using him, he was all about the lack of progress. Engaged or not engaged, the fact that she only said ILY when she felt she had to, to try to reel him back in, just shows she’s being dragged along reluctantly rather than wanting to be all in like he does.
