I would say Ridge? The other possibility were himself, but I don´t think Liam is so clear-sighted about himself.

I doubt he's talking about himself lol. I think he's talking about Thomas, Ridge, Steffy and Taylor.

Shown on screen, Steffy blackmailed Bill. Yet, she told Ivy (and Liam too) that “blackmail is a crime”. Per Steffy’s own words, she IS a criminal cuz she has blackmailed.
