The question is...why there wasn' t one character around that witnessed her unapproprate kisses and tell Finn like steffy would do? Why this kind of things never happens to her?

That is a good question?. Why is accountability something Steffy doesn’t seem to face? Steffy is allowed to bully, manipulate, cheat, lie and even physically attack and kill people and still be considered a good person. It’s astounding to me that she faces little or no consequences… from anyone!
