Yes she is... I kinda feel bad for Thomas on some levels. He has always been easily manipulated by his family members. However, He is responsible for the evil stuff he does. He could easily say no to the schemes. Right now Steffy is the one who ropes him in her schemes and leaves him holding the bag. Same thing happened with Stephanie.
I am not going to defend him for the Beth situation but the moment he found out about Beth he was on his way to tell Steffy but couldn't hurt her. I can understand that..... However, he saw a way to use that information to further drive a wedge between Hope and Liam. He knew that by withholding the information he could make both his and Steffy's dreams come true.
One of the most defining moments in the Beth saga was when Thomas yelled at Hope that "Beth is gone!" and told her she had to let her go, though he knew very well she was alive and well. He didn't not tell because of his sister. He was perfectly fine letting Hope, the woman he claimed to love, be in pain. So much so that he yelled when he wasn't getting his way.
