I assume he comes clean with Steffy first and she convinces him to come clean to Hope. They've already set a date, an opportunity for Thomas to be alone with Hope.
Actually, Thomas already had alone time with Hope yesterday..that was his golden opportunity to prove to me that he has indeed "changed", but he never came clean to Hope at all.

Shown on screen, Steffy blackmailed Bill. Yet, she told Ivy (and Liam too) that “blackmail is a crime”. Per Steffy’s own words, she IS a criminal cuz she has blackmailed.
