Ditzy Donna and Quinn are close to the same age, on paper. Donna behaves in a way that makes her seem like a high school senior. At some point she needs to start acting her age.

Perhaps behaving like a sex starved sex kitten is the only way Donna thinks she has to act in order to snag a man.

I don't think she acts sex starved at all. She does act kind of like a sex kitten, but that doesn't make her anymore immature than someone who acts like a dominatrix, e.g. Quinn and Steffy.

When have we ever seen Quinn and Steffy in leather with whips?

You must not have been watching when Quinn when got all done up like Elvira and was using handcuffs and a whip on Bill. LOL. Steffy just looks, and dresses up like an S&M madam. That one wedding outfit alone screamed "Please Mistress Steffy may I have another?"
