Steffy can't "bring charges". That's the job of the state - to prosecute. Steffy could request it, but would the prosecutor do so, knowing that any defense counsel is going to rip her on cross examination that she let prosecution of those exact same charges laps. It will smack of a retaliatory prosecution.

I've been saying it all along that it was a bad confession as Bill was acting as an agent of law enforcement and the confession was obtained without proper Miranda warnings.
