Hope said all the words Brooke wanted to hear. She is a people pleaser and she is ashamed of her feelings, but she does have them.

If that were true, she would've just blame everything on Thomas given that Brooke thought at first it was all Thomas back with his old tricks. But instead I saw Hope fessing up the truth to Brooke that it was all her, not Thomas. She already admitted she does have these feelings, but yeah she's ashamed because she knows she's wrong for what she did.
