If AFTER fantasizing all this time about Thomas, Hope throws caution to the wind and initiates a more intimate moment i. e. and they actually have sex, then that to me is all on Hope. Thomas would have to initiate it and po Hope just succumb, and then she probably would immediately regret it and try to worm her way out of it or blame it on Thomas.

Thomas would have to be the one seduced and step back and not want to participate for him to be blameless.
And then and only then might Hope be smacked upside the head and realize what she has been doing all this time to bring this on.
