When is Hope Accountable?

So some fans seems to think Hope is accountable already for fantasizing, while others are praying for Thope to happen, blaming Liam for being a nag. Today Wyatt brought up Brooke again suggesting to me , that if Hope does act on her desires, somehow it will be Brooke’s fault. Others see Thomas as the master manipulator setting Hope up for a huge fall. So my question is when will it actually just be about Hope being responsible for her actions IF she acts on her desires ? Just curious what fans of Hope or B&B think?

A fantasy is a fantasy only..but if she actually act on her "feelings" and initiated an actual move on that monster, of course, it would be on her. As of now, she has not actually act on it.

Shown on screen, Steffy blackmailed Bill. Yet, she told Ivy (and Liam too) that “blackmail is a crime”. Per Steffy’s own words, she IS a criminal cuz she has blackmailed.
