You're mostly right. It was technically Steffy that formed what she called REST. She told Bill it stood for Ridge Eric Sustainable Trust. In reality it stood for Ridge Eric Stephanie Taylor because Steffy, bless her, wanted to make sure that no Logans had an ownership stake. Brooke, Donna, and Katie's reactions when they realized that they were out was great TV rivaled only by Stephanie finally getting Brooke removed as CEO after 10 ill-gotten years in the chair. Bill manipulated Ditzy Donna, which let's be honest didn't take much, into going after a portion of Eric's shares in their divorce that she then turned around and sold to him.

That Steffy sure used her body and blackmail to get the company back. Funny, she bashed Ivy and Liam for their blackmails saying “blackmail is a CRIME”. In her own logic, she herself is a CRIMINAL. :rofl And the only reason she even became a co-CEO was because of selfish Quinn with her own Statt agenda suggested to Eric. Steffy should thank Quinn for it. IMO.

Shown on screen, Steffy blackmailed Bill. Yet, she told Ivy (and Liam too) that “blackmail is a crime”. Per Steffy’s own words, she IS a criminal cuz she has blackmailed.
