Thomas went further than she did but her hands are not clean. She hurt Brooke by her actions and she also broke the law. It would be nice if she would admit that, and even apologize to Brooke for it.

That is my frustration with the character. She never admits her part or is introspective about her actions.

That's because she believes that she can do whatever the heck she wants even crimes..and never have to face consequences. She can lie, cheat, scheme, blackmail, manipulate, violate a RO, hack into other's private security....it's all good for this ringleader/BULLY to do. It's only wrong when others does the same crap she does.

Shown on screen, Steffy blackmailed Bill. Yet, she told Ivy (and Liam too) that “blackmail is a crime”. Per Steffy’s own words, she IS a criminal cuz she has blackmailed.
