Thomas went further than she did but her hands are not clean. She hurt Brooke by her actions and she also broke the law. It would be nice if she would admit that, and even apologize to Brooke for it.

Steffy never has to take responsibility for anything

Not even an apology.

And she has stuff to apologize for. Like, for example, not even calling Thomas and asking if he wanted to be there the day Douglas moved in.
