Thomas went further than she did but her hands are not clean. She hurt Brooke by her actions and she also broke the law. It would be nice if she would admit that, and even apologize to Brooke for it.

BULLY/ringleader Steffy admit her own evil actions and apologize to Brooke? Never. He!! would freeze over first.

Shown on screen, Steffy blackmailed Bill. Yet, she told Ivy (and Liam too) that “blackmail is a crime”. Per Steffy’s own words, she IS a criminal cuz she has blackmailed.
