That's because Bell knows that a beautiful scenery is the only way to make a woman kissing a married man look slightly romantic. Seems like he's hoping that viewers will forget about the cheating if they are distracted by the location, because he obviously wants Bridge to stay married but still give Tridge fans some memorable scenes that can also be used for Taylor's future flashbacks after Ridge has left her again, since the Monaco kiss is getting old.
