How are you a victim if you park your car in an intersection and someone eventually hits you? That's what Brooke did here. She set everything in motion and it looks like Thomas finished it.

I think you may be missing the broader point. Brooke didn't overreact. If Thomas faked that phone call then Brooke was right about him that he hasn't changed and he has no place raising a child.
