I am convinced the CPS people were not with CPS. I am 100% certain Thomas hired them TO PRETEND they were with CPS. Thomas is behind this.
Yes, Thomas is truly disturbed.

How did he hire them so fast, and get them badges and get them up to speed?

There is no way a real CPS unit would be able to mobilize and conduct a site visit this quickly. Governmental bureaucracy takes more than 24 hours (from when the knife incident occurred) to mobilize. Heck, they need more than 24 hours to open a file in my experience.
