I am convinced the CPS people were not with CPS. I am 100% certain Thomas hired them TO PRETEND they were with CPS. Thomas is behind this.

I agree, and I think Bill knows someone who works at CPS. That person may tell Bill that no one ever called about Douglas, and Bill may tell Brooke, and that why she goes to Aspen to find Ridge. Maybe Bill even goes with her.
