Has anyone brought up the fact that CPS doesn't tell who called for the protection of the investigation? This speculation is ridiculous on Ridge and Thomas's part because once they are called they are legally required to investigate. They will speak to Hope at some point as well because legally she is the mother. They will ask her what she's seen and what she knows. It will come out that he has NOT returned the child after a visit.
