Does Steffy know yet that Brooke threatened to call CPS? If not, I don't think it would enter her small nasty pea brain to do it.

Steffy doesn't know about Brooke mentioning CPS. Ridge only told Thomas which gives Thomas MO to frame Brooke. I still believe Steffy will scheme in Aspen....which means both brats will be scheming.

Shown on screen, Steffy blackmailed Bill. Yet, she told Ivy (and Liam too) that “blackmail is a crime”. Per Steffy’s own words, she IS a criminal cuz she has blackmailed.
