someone else posted that maybe Thomas hires someone to act as CPS - I think that is totally possible - even more so than someone actually calling CPS

But Ridge is supposed to get evidence from Charlie that Brooke was the one calling CPS, which means the call must have been recorded somewhere at FC. If Thomas was using the voice app to call a number that wasn't actually CPS, that scheme wouldn't work.

It could be they just trace the call back to Brooke's cell. Steffy could use her cell because Brooke leaves it in the office or something.
