Brooke never really pays. Eric consoled HER about Breacon and soon after she got rewarded getting her claws on Ridge.
TPTB gave Taylor and Steffy some excuses. There was none for Breacon or Brill IMO

So Katie herself playing matchmaker for Brill and later taking off her ring after Brooke had tried everything to make him stay with his wife isn't an excuse? But Liam sharing an innocent kiss with Sally is an excuse for Steffy to sleep with his father?
Also, if that kiss was so despicable that it gave Steffy a free pass to cheat in an even worse way, then how does Taylor have any excuse for sleeping with James when she was in the same situation as Liam?

And Brooke definitely paid for keeping Thomas' paternity a secret from Ridge. It took her 4 years to get another chance with him, while Taylor got rewarded with a wedding and a happy little family for keeping the same secret. Or in the Taboo storyline Brooke even paid for something she had never done. And losing a baby or learning that the "wrong" man is her baby's father is also a way of paying. Steffy's two paternity tests on the other hand turned out exactly the way she wanted.
