Ridge is off with Taylor and that’s ok. But Brooke can’t talk to Deacon?

Because that's what they have agreed to. If spending time with Deacon was as important to Brooke as her marriage, she could have told Ridge to either tolerate Deacon's presence in her life or leave. But she didn't, because why would Deacon be that important to her when she never missed him at all for all those decades he was either in jail or in Genoa City? The relationship between Ridge and Taylor however has been close for more than 30 years. They have spent years together as a married couple raising a family. Taylor is a part of Ridge's life, while Deacon has never really been a part of Brooke's life. If Brooke couldn't tolerate this close friendship between Ridge and Taylor, she could have told him that decades ago, not just now as some kind of retaliation after he refused to to let Deacon into their lives.
