No, Thomas was vulnerable and confused and Steffy took advantage of that and told him to leave Hope. Thomas looked quite uncertain about what to do and Steffy pushed her agenda everytime she had a chance. The most disgusting thing was her gloating over a mother and child being separated. This isn’t just about Thomas, she wanted to make sure Hope suffers and loses her beloved son too. How anyone thinks Steffy is a redeemable character is beyond me.

Steffy pushing an agenda doesn't mean she wasn't right. And Thomas saw areas where she was right.
