Did Thomas shoot Brooke in cold blood and leave her to die? No. He's done bad things but nowhere close to Sheila's level. When someone has spent decades terrorizing your family, it's hard to see anyone sympathize with them.

Thomas has spent decades terrorizing Brooke, and he tried to set her son on fire, blow her son up in a car, and toss her son out of a window, so there's that.

Sheila, on the other hand, has not spent "decades" terrorizing the Forresters. She was in prison for a long time and not even in LA for a long time, so there's that.
