There are many reasons for Ridge to be talking to Baker.

They have not thought to count the toes and it is really Sugar

The police get there after Steffy's call and there is no evidence that she stabbed someone.

The police have not gotten an ID on the body, so it is Ridge's job and poof the face is not Shelia's, it is someone else.

Maybe they don't find Sheila, and that's why in the spoilers, Finn is defending her and distraught, looking for her at her house?
