Bill and Ridge both knew Steffy would never let that happen. She was forced to grow up without Taylor because Sheila shot her. Steffy would sacrifice the world not to lose her mom again because of Sheila.

Bill and Ridge knows Steffy. Their plan depended on strongarming Steffy into dropping the charges.

Then Taylor should have gone on her own and turned herself in. She tried to murder a man. It's a joke that she got off scott free for that.
