Bill and Ridge both knew Steffy would never let that happen. She was forced to grow up without Taylor because Sheila shot her. Steffy would sacrifice the world not to lose her mom again because of Sheila.

Bill and Ridge knows Steffy. Their plan depended on strongarming Steffy into dropping the charges.

Of course and I know I don’t fault her for that. I would do the same. The part I struggle with is what kind of mother wouldn’t just turn themselves in?
