Poor Hope
She's clearly got feelings for Thomas but she's afraid to just admit it and embrace them because her mother has spent the last few months relentlessly shaming the idea. Now Hope is left terrified of the judgment and is at least in part fighting for her marriage because she's still uncomfortable owning her feelings. That's a terrible way for Brooke to mother.
Seems to me that Hope loves and wants to be with Liam. She's already admitted she has feelings for Thomas. But she wants Liam. Brooke is trying to keep Hope from making a huge mistake. She's a good mom.
Yep. And just like what AN mentioned in interviews..Hope doesn't like or want these "feelings" for bad boy Thomas. And so far, she's NEVER said she loves him or is actually in love with him. She still loves and wants Liam.
Or they have not discovered that it is Hope's doppelganger yet? Remember y&r phyllies?
Or maybe she has a split personality? This show has become weird and bizarre lately.

Shown on screen, Steffy blackmailed Bill. Yet, she told Ivy (and Liam too) that “blackmail is a crime”. Per Steffy’s own words, she IS a criminal cuz she has blackmailed.
