That's not what he's doing. He doesn't believe that Thomas has changed so he's going to follow them to make sure Thomas isn't up to his old tricks.

Following them around seems stupid to me. He should just let Hope know he is there

That would be the smart thing to do. Maybe he doesn't get there until later and it's only Steffy that sees something.
