Douglas who called CPS and used the app to sound like Brooke. Maybe he overheard how Brooke was treating and wanted to get back at her.

I don't think it'll be Douglas, I think it's Thomas, but I do think Douglas will grow up to be a villain if he's around the Forresters long enough, and it doesn't take long to go over to the dark side.
