Looks like Thomas will be the scapegoat this time. Steffy will intercept the calls and thwart the dinner, and Thomas will take the fall. This article doesn't even mention his name but he is the person Hope and Brooke accuse at the end of the week.

Either he is totally innocent or he goes along with it but either way, Steffy is the one who comes up with the idea and initiates the chaos. And Thomas takes the fall. I also notice Thomas isn't included in the Aspen locations shoot. I think Steffy is going to manipulate all alone this time, Thomas may not follow her. Maybe I'm overpredicting the events, but this is how it looks like imo.

I think CK said others will be in Aspen, but he didn't want to name them. Still, I think you're right, Steffy will be the sole manipulator. They really have made her character hateful, almost beyond redemption.
