She gave Sally that chance to annoy Hope. Not out of "compassion".

Disagree about that completely. Sally is the one who approached Steffy on her own to ask her if she would look over some designs she came up with for Steffy's line. She could have brushed Sally off and said it will never happen like Hope did but instead decided to give her a chance.

Few months before that she was ok with Bill destroying Sally's career and relationship with Thomas. She even helped to hide Bills schemes.
... Then all of a sudden she offered work to Sally because she knew that Hope didn't want her at FC.
