If we are honest here, Quinn started this war with Brooke when Quinn stalked her pregnant daughter and indirectly caused the death of Hope's unborn son. That would make any mother not like the person that was stalking her daughter..... She was incredibly jealous of Deacon and Brooke's friendship. That is all it was but Quinn was so insecure with her relationship with Deacon..... Then later, she decided that she want Bill for herself and tried to prevent Brill from marrying and was indirectly responsible for what happened to Ridge. She sent Ridge that text making him believe that Bill and Quinn were having an affair behind her back.

Quinn has earned Brooke's hatred, suspicion, and ire.. Quinn started the war with Brooke for no reason except that she wanted what Brooke had.

Shown on screen, Steffy blackmailed Bill. Yet, she told Ivy (and Liam too) that “blackmail is a crime”. Per Steffy’s own words, she IS a criminal cuz she has blackmailed.
