It certainly was a hurtful statement and she did not apologize for it either.
So perhaps some old issue now rearing it's ugly head now that Hope is a mother too.

Hope and Brooke have been through this in the past. Hope actually went the HFTF way as rebellion due to what she knew people said about her mother. I don't think it's inconsistent with how Hope felt as a teen or young adult, but I think it's tone def of the writers who love to bring up stuff about Brooke but don't do the same for other characters.
