Apparently yes. Sugar looked just like Sheila and she probably had all her toes.

Unless Sugar has been posing as Sheila all this time and it was Sugar that shot Finn and Steffy.
Now THAT would be interesting. But I doubt that is what we will get. It is too good to have B&B do that!

Maybe she did something with Shelia and she was going to Steffy's to pull her into Sugar's revenge plot.
Maybe Sugar saying that "Steffy was going to die", was that she would be tickled to death to be able finally get rid of Shelia. However, it backfired on Sugar and instead of Sugar and Steffy killing Shelia, Steffy ended up killing Sugar.
I never saw the scene, but someone here said that Deacon said that Shelia looked bad. Could it be that as Sugar aged, her face looked bad or did she go to a plastic surgeon and it did no good? That could explain the veil that the imposter was wearing.

She did look bad I think we just assumed it was being dead lol. But that would makes sense. And the weirdo veil
