Bad enough that it looked like we were going to have to go thru a "redeem" Thomas story line and they have not done nearly enough for that yet. And now we are going thru a bad "under Sheila's influence" either by her charms or drugs I suspect on Bill.
So it looks like 2023 will be full of redemption one way or the other.

I don't think that's what he thinks. There are ways for the state to drop the charges. This is about Sheila being free not just them not calling the cops.
Sheila is a fugitive...she escaped from jail, this is a crime even if shooting Steffy and Finn were not a crime...though I wouldn´t know why?

Even IRL powerful people get away with things. If Steffy told the police her memories have fully returned and she was wrong about that night, a man like Bill could take care of the rest. Think about how easily he got Deacon out of prison when he wanted to use him. Also, Bill and Liam committed numerous crimes in trying to cover up the Vinny situation and faced no charges.
