It was Brooke's voice and Liam is not the one that has a voice changing app. It's something that Douglas is currently using at Eric's house. Thomas is able to use it. Liam wouldn't frame Brooke even if he had that app. He is on her side.

Not necessarily. Douglas is a smart kid, and the dialogue has reiterated numerous times he’s more technologically inclined than dad grandpa and great grandpa.

Most kids have phones and tablets. Parents would set content controls, but I’m betting many would not know every app on them.

I also thought it might be Liam, until today. He has no reason to frame Brooke intentionally. But until today I thought maybe he walked in on Thomas pointing the knife at Brooke and called CPS. And then Brooke would lose her marriage and Liam would keep quiet about it and be the coward. No one wants Thomas out of Hope's life like Liam, so it would have been a plausible scenario.
But the voice clearly said Brooke Logan, so it can't be Liam, her number #1 supporter. I could see him unintentionally let Brooke take the fall and keep quiet, but not frame her like this.

Sadly it really sounds like it's Thomas. Neither Liam, Hope, Douglas, Katie, Donna or Bill would intentionally trick Brooke. I eliminate Taylor too. The only options left are Thomas and Steffy...

But just like Liam... Bill and Donna would never call CPS and say "it's Brooke Logan'' and frame her. Bill could have legit reasons to call CPS if he accidentally witnessed the knife scene, but he did call, he would say his own name or make an anonymous call. Same for Liam, or Donna or Katie.
(Unless Bill is still obsessed with Brooke and does this to sabotage her marriage so he can have her, but I doubt it.)...
