Shown on screen, Steffy blackmailed Bill. Yet, she told Ivy (and Liam too) that “blackmail is a crime”. Per Steffy’s own words, she IS a criminal cuz she has blackmailed.

I vote for Steffy. Douglas is her nephew and he spends a lot of time with her, she certainly knows about the voice app. And lately she sounds even more bitter and hateful than Thomas, when it comes to Brooke and Ridge. Calling CPS and changing her voice to Brooke's was very easy to achieve. Everything will make the audience accuse Thomas but in the end it will be Steffy.

Thomas. Brooke always attacks him and questions his ability to parent, and brings up his obsession with Hope in the past, and she accused him of only wanting to have Douglas with him in order to break up her marriage to Ridge. The last accusation is batty. The first two she had reasons from the past to be concerned that’s happening again.
Anyway, Thomas has the most personal animosity toward Brooke. Steffy just wants her parents back together because she does not think Brooke makes her father happy and Brooke wrecked her parents’ marriage in her opinion. Thomas feels that way too but he has been the target of all the personal attacks from Brooke as well and that fires him up.

Could be. I am always amazed that Tom thinks Brooke should not be personally attacking him, after what he did to her. Which was 1000 worse than her calling CPS on him and telling him he is a rotten dad. LOL. He should also remember, Brooke is the one that told Ridge he needs to give Tom back his son when the kid was a baby.

Steffy didn't do it, she has no idea about the knife. Taylor does, but not Steffy. I think it is Tom, but I also think Bell can still screw us over and have it be Brooke. They are playing it close to the vest.
Read TK's interview again, he makes a few subtle mentions about Ridge THINKING it is Brooke.
