Brooke would admit it, but she didn't call. Thomas has a long history of scheming..it's pretty obvious he paid Walter to stage that CPS stunt just to frame Brooke. The Tridge brats are relentless..and they will never stop until they get their Tridge obsession.

Shown on screen, Steffy blackmailed Bill. Yet, she told Ivy (and Liam too) that “blackmail is a crime”. Per Steffy’s own words, she IS a criminal cuz she has blackmailed.

I do not even think Thomas has to pay Walter to dupe. He probably knew Walter could do it even tho underhanded and against CPS rules, he could pull up the original call, even the person's voice and Thomas had used Doug;as voice app and knew it would be or sound like Brooke made the original call.

She would. She would also be proud of doing it because she's standing up for Douglas. That's why I can be sure it wasn't her.
