Not sure what makes you think that. Donna has absolutely no reason to frame Brooke. This sounds like nothing more than a typical filler scene of other characters talking about the main story. I'm pretty sure the only reason it's even mentioned in the daily spoilers is that the show doesn't want to reveal too much of what's happening in Aspen yet. Because judging from the spoilers for the rest of the week, Friday is obviously the day where Brooke arrives in Aspen and Steffy tries to keep her away from her parents.

I don’t think Donna tried to frame Brooke
But the ditz may have called CPS to « help »
She won’t be aware this caused bridge fall out until it’s too late

And if Thomas used Douglas's voice app to frame Brooke? Only he and Ridge knew that Brooke said that she will call CPS if she has to. Donna doesn't seem to have big problems with Thomas and even helps him out with Douglas based on the dialogue.

And if Thomas used Douglas's voice app to frame Brooke?

I think it’s a red herring

Only he and Ridge knew that Brooke said that she will call CPS if she has to.

Yes. But Donna may have called CPS before (not 5 minutes before they showed up) to help Hope and remove a tension for Bridge

Donna doesn't seem to have big problems with Thomas and even helps him out with Douglas based on the dialogue.

Yes but she disliked the Forrester gatherings as much as Hope did. If Douglas is back at Brooke’s, no more reason for tridge to go there together and Bridge won’t have a problem anymore as CPS solved it

Donna wanted genuinely to help but it backfires : just like Brooke setting up the LOPE shotgun wedding had the opposite effect : it made Steffy come clean and Liam went back to her

I think Steffy will cause Brooke to have some kind of accident. Just a guess and I'm usually wrong.

Why would she? Unless she watched Tom do something other than peeling apples, like screaming at Douglas or neglecting him....and why would Ridge be convinced that it was Brooke if it was Donna?
I think it will have to do with the voice app and I am convinced that it will not be Donna who uses it.

Douglas is an innocent child who's father is mentally ill.
Im not sure if this was brought up but my my don't The Mafia brats have a fetish with knives.
Mentally ill Thomas was peeling an apple with one.
Druggie Steffy threatened Liam Hope and Brooke with one at Brooke's home when she came uninvited.

Thomas's whole family has issues with mental illness. It goes back generations to at least Stephanie's father.
