Shown on screen, Steffy blackmailed Bill. Yet, she told Ivy (and Liam too) that “blackmail is a crime”. Per Steffy’s own words, she IS a criminal cuz she has blackmailed.

Douglas is not aware of 1% of his father's crimes. He wass too young to understand when his dad was threatening him, yelling, scolding, humiliating and terrorizing him. He wasn't there when he tried to murder his uncle, his stepfather and kidnap his mother.
He has no idea his dad is a serial attempted killer, drug dealer, sexual predator, stalker. He has no idea his father associated with Reese Buckingham and Sheila Carter. He didn't see his father holding a deadly weapon at Brooke.
Douglas is just a young, immature kid who doesn't know anything about morals and laws. Thomas can bribe him with paints and ice creams all he wants, great if it makes Douglas happy, but that doesn't change a thing to the person he is. And the thing he has done. He is a dangerous criminal who is more manipulative and unstable than ever. Any judge who knows Thomas' history would take his child from him and make sure he is safe.

I think it’s Thomas who will use the voice recorder to do something and everyone will think Steffy did it because of the phone call thing she did.
I don’t see Steffy calling CPS even to help Tridge to get back together but I could see Thomas doing it to make Brooke look bad and gain sympathy from Hope.
